Details of the City of Cape Town tender for management


AGENCY MANAGEMENT AGENT FUNCTIONS
On 17 September 2021, a Tender was put out by the City of Cape Town (CoCT) for a Management Agent for CGH for a period up to
June 2023.
The Agent will:

  • Manage CGH on behalf of the CoCT and report to CoCT regularly.
  • Have offices at CGH and install a Building Manager who will stay on site
  • Will employ the following: 58 Security Guards, 17 Cleaning Staff, 2 Gardening Staff. The Cleaning and Gardening Staff must be drawn from the Occupiers “on a rotational basis”
  • Must contribute to the socio economic development of the Occupiers and provide psycho-social support.
  • Must “forge relationships/liaise with/engage” with the CGH leadership structures (The CoCT “recognizes the leadership structures …and seeks to use the Tender to augment the services provided and create greater community empowerment“)

The redevelopment of CGH:

  • CoCT plans to convert CGH into social housing rental units.
  • The social housing will be managed by a social housing company.
  • CoCT has already got planning approval for doing so.
  • Based on the CALS Household Survey, the CoCT estimates that 67% of Occupiers “fall within the social housing income bracket”.
  • What will happen to current occupants?
  • The CoCT will continue to pay for services used by the Occupiers “and this will not be levied on the Occupants”.
  • The Management Agent must ensure the efficient use and proper maintenance of services.
  • Where Redevelopment work affects Occupiers, they will be moved into new structures, which will be built first
